Governor Cuomo's 2021 State of the State Address

Governor Andrew M. Cuomo presented his 2021 State of the State address today with the theme of “Reimagine, Rebuild, Renew.” The Governor used his 2021 State of the State address to provide an overview of seven policy area initiatives. The Governor announced that in the coming days he will follow up these initiatives with three additional presentations to further set forth the proposed action plans that will be included within the seven initiatives.  

With respect to the State’s $15 billion deficit, the Governor held the federal government responsible for the deficit noting that, with regard to fighting COVID-19, the federal government “passed the buck to the states but did not pass the bucks to the states.” The Governor expressed optimism that the new administration in Washington D.C. would be more receptive to providing financial aid to the States.

The seven policy area initiatives the Governor set forth in his 2021 State of the State are as follows:

1. Defeat COVID-19

2. Vaccinate NY

3. Manage the Short-Term Economic Crisis

4. Invest in the Future

5. Transition to Green Energy

6. Understand the Long-Term Effects of COVID-19

7. Address Systemic Injustice

The Governor’s 2021-22 Executive Budget is expected to be released shortly. NYSHFA|NYSCAL will be sending out detailed information on the Governor’s proposals impacting the delivery of long-term care as they become available.

COVID-19 Vaccination Program Redistribution

NYSDOH has released the COVID Redistribution Fact Sheet, the NYSDOH Request to Redistribute Vaccine Between Locations and the CDC Supplemental COVID-19 Vaccine Redistribution Agreement. All forms your facility would need to facilitate a redistribution of vaccine are below. Please note, there is not a site for electronic submission.

Facility Staff Testing Requirement FAQ

As you know, the Dear Administrator Letter dated January 7, 2021 now requires operators and administrators of all nursing homes to test or arrange for the testing of all personnel, including all employees, contract staff, medical staff, operators and administrators, for COVID-19 twice per week. We have confirmed with the New York State Department of Health that the attached Frequently Asked Questions document from June 24, 2020 remains relevant.

NYSHFA | NYSCAL is pleased to announce we will host COVID Relief Bill – Another Round of PPP and so much MORE! Webinar on Friday, January 15th at 10am.

The recently passed Covid Stimulus Bill provides tremendous funding opportunities for nursing homes and assisted living facilities.  Rob Nasso, CARES Act/Covid Stimulus expert will be presenting on the major pieces of this legislation,  including the opportunity for another round of PPP (2nd draw), a NEW and greatly enhanced Employee Retention Credit program (payments of up to $14,000 per employee), major changes in taxation, reformation of the prior PPP program and other significant potential benefits.  As with the prior stimulus package, you’ll be faced with complicated rules, confusing revenue and FTE calculations, spending restrictions, conflicting information, and other hurdles to get over.  But it’s worth it!  You’ll come away from this session with the critical information to determine which program (s) are best for your organization and what you need to do NOW to be first in line!  Don’t wait too long, you never know how long the funds will last!

Rob Nasso, CPA/MBA and partner with the Bonadio Group has over 30 years of experience working in healthcare and long-term care consulting and reimbursement.  More recently he has dedicated a significant amount of time and effort in helping clients access CARES act funds and assist them in receiving sorely needed funding relative to the pandemic.

Deadline Extended for 2021 NYSHFA Employee Recognition Program

The Clinical and Quality Services Committee is pleased to announce a call for nominations for the 2021 Employee Recognition Program.  The goal of the Employee Recognition Program is to honor exemplary employees working in skilled nursing facilities.

The five award categories are broken down as follows:  Nursing Awards:  Registered Nurse of the Year, Licensed Practical Nurse of the Year, and Certified Nursing Assistant of the Year.  Non-Nursing Awards:  Manager of the Year and Heart and Hands Award (for non-managerial staff).

The Clinical and Quality Services Committee will be accepting nominations for the Employee Recognition Program until February 1, 2021.  Nominations may be submitted online. See the back page of the brochure for instructions on the Four Ways to Submit.

The goal of the Volunteer of the Year Awards program is to recognize outstanding volunteers serving in NYSHFA member health care facilities. The five categories for awards are: Young Adult, Adult, Senior Adult, Group and Spiritual Guidance.
