ALP Minimum Wage Survey Guidance

DOH has provided additional guidance to NYSHFA/NYSCAL regarding the ALP Minimum Wage Survey (2017 – 2020).  Although the survey requests data for the years 2016 through 2019, DOH clarified that “2016 can be disregarded for survey purposes.”  Therefore, providers only need to complete the data fields for 2017 through 2019, leaving the 2016 row blank.

DOH also clarified that the employee count should “represent the average number of staff over the course of the year,” and confirmed that overtime hours should be counted as regular hours:

“The average wage should represent the average hourly wage that is paid – exclusive of overtime. The amount paid WILL include overtime expenditures, which will allow the state to include those values in its analysis of minimum wage.”

The DAL is attached which includes the survey link. Surveys are due by COB Friday, December 11, 2020.
