Capital Attestations Due 11/13/20

A reminder that the 2021 Capital Rate Attestations are due next Friday, November 13, 2020. All providers must attest their 2021 Capital Preview Rates, regardless of any changes.

Governor Cuomo issues Executive Order 202.72

Governor Cuomo has issued Executive Order 202.72 which extends the previous orders regarding staff testing and the directive contained in Executive Order 202.61, along with the implementing guidance, which required clinical laboratories and licensed professionals authorized by the Department of Health Physician Office Laboratory Evaluation Program to administer a test for COVID-19 or influenza to report results of COVID-19 and influenza tests to the Department within three hours, is now modified to permit clinical laboratories and those licensed professionals with reporting requirements to report results to the Department within 24 hours, provided the Department may require more frequent reporting if deemed necessary.  See attached for a copy of Executive Order 202.72.

Post-Election Analysis Member Call with Mark Parkinson This Friday

Nursing Home E-Prescribe Waiver Extended

The Commissioner of Health has extended the waiver for electronic prescribing for practitioners issuing prescriptions for patients in Nursing Homes and RHCF’s. Please see the attached letter.

NH/ACF Weekly Staff Testing Survey (Week 25)

DOH has finalized the Week 25 NH/ACF Staff Testing Survey.  There are no substantive changes to the survey questions for this week. 

The Week 25 survey was released (via IHAN alert through HCS) this morning, 11/4 at 9am.  As always, the survey will close promptly Thursday, 11/5 at 5pm.

All facilities will still receive the normal IHAN alerts with the above note on this week’s PPE shipment:

  1. Wednesday, November 4, 2020: 9am message with link to the survey; and
  2. Thursday, November 5, 2020: 12pm reminder that survey will close at 5pm.

Please remember the following:

  1. If you do not complete the survey, you will not receive Test Kits or PPE from NYS for the upcoming testing period.
  2. If you do not receive a confirmation email, then the system did not log your survey submission.
    1. Most respondents who do not receive confirmation emails have misspelled their email address in the survey.
    2. If resubmitting, refresh the webpage and re-enter the survey information.
    3. If problems persist, email DOH ASAP.

 If you have any questions, DOH is ready to help.  Please email either covidadultcareinfo@health.ny.gov or covidnursinghomeinfo@health.ny.gov as soon as a question or an issue appears, so that DOH can troubleshoot the problem.

Resumption of Salon Services

Beginning 11/6/2020, Adult Care Facilities (ACFs) and Nursing Homes (NH) may resume in-house salon services, provided that the facility is able to adhere to all local, state, and federal requirements as applicable, relative to hair salons and barbershops. Salon services may not commence in nursing homes or adult care facilities located in Red or Orange micro-cluster zones. Information on those areas can be found at https://forward.ny.gov/. Further, residents who are isolated or quarantined are ineligible for salon services until cleared by the local health department (for ACFs) or removed from droplet and/or contact precautions. 

The following guidelines include minimum requirements and are based on current best-known public health practices. Facilities must stay current with any updates to these requirements and incorporate any hair salon or barbershop operation into their Safety Plan. See full advisory here.

AHCA/NCAL: COVID-19 Update | Final Reminder for Pharmacy Partnership Sign Up

The deadline for long term care facilities to sign up for the Pharmacy Partnership for Long-Term Care Program is tomorrow, Friday, November 6. Please don’t wait to register for the federal government’s national vaccine distribution program for long term care residents.   

Nursing homes should register via NHSN. Assisted living communities and other congregate settings should sign up through this online survey

A list of who signed up was sent to states and chains earlier this week. We understand from the CDC that a few facilities were inadvertently left off that list. Providers are encouraged to verify their sign-up selections as follows:

RN Nurse Educator Program-Offered at No Cost

The RN Nurse Educator Program is a four-day program that will provide the opportunity to learn new skills, fine-tune existing knowledge, explore adult learning strategies, and operationalize the skills and competencies that are needed to be an effective Nurse Educator in today’s SNF / AL setting. The course will take place virtually on December 1st, 2nd, 8th and January 13th from 9:00am-12:30pm. 

This program has been approved by the NYSDOH to meet the "Train the Trainer" requirements for the Nurse Aide Training Program.

During this webinar, the presenter will recap what’s happened in 2020 from a regulatory compliance perspective while providing insight on current survey trends, including Immediate Jeopardy-level citations issued this year.
