AHCA: COVID-19 Update | Deadline Extended for Medicaid Application to Provider Relief Fund

Today, HHS extended the application deadline for the Medicaid tranche of the COVID Provider Relief Fund to Monday, August 3, 2020. The payment to each provider will be approximately 2 percent of reported gross revenue from patient care, and the final amount each provider receives will be determined after the data is submitted.

How to Avoid NHSN Data Reporting Errors: NHSN has identified a few hundred nursing centers that are submitting confirmed and suspected COVID-19 data incorrectly. Information on Expanding Approval of CLIA Waived Testing for COVID-19 in NYS

If a nursing home is already registered a limited service lab which is a lab approved to do CLIA waived testing and wants to become approved to perform a waived COVID-19 test, the test(s) will need to be added to the current registration.  To add a test, go to https://www.wadsworth.org/regulatory/clep/limited-service-lab-certs, click on “Changing a Limited Service Laboratory Registration Certificate” and then choose “Add and/or Delete Test Procedures”.  If there any questions on obtaining a LSL registration or adding new tests to an existing LSL registration, please contact clepltd@health.ny.gov

Additional guidance for nursing homes on becoming approved for testing and adding the test to an existing approval are forthcoming.

Update on Use of COVID -19 Antigen Tests

Use of COVID -19 Antigen Tests

NYSDOH Wadsworth Laboratory shared that there are currently two SARS-CoV-2 antigen tests that have been authorized by the FDA for used as a waived/point of care test.  While less sensitive than the PCR lab-based tests, the Department supports use of these assays when they are used in accordance with the FDA Emergency Use Authorization (EUA) guidance provided in the Information for Use (IFU) document provided at https://www.fda.gov/medical-devices/coronavirus-disease-2019-covid-19-emergency-use-authorizations-medical-devices/vitro-diagnostics-euas.  Scroll down to “Individual EUAs for Molecular Diagnostic Tests for SARS-CoV-2” and the list is shown.  The IFU for the tests can be found under “Authorization Documents”.

NYSDOH Released Application and Attestation Form for Civil Monetary Penalty (CMP) Reinvestment Funds: Communication Devices

NYSDOH released DAL # 20-07 on the Health Commerce System (HCS) late on Friday July 17, 2020 for grant awards that must be used to directly address virtual visiting through the purchase of devices and accessories, such as protective screen covers, headphones, or tablet cleaning and disinfectant products. The Department is authorized to approve applications for CMP funding that meet the defined CMS criteria as outlined in the application without prior review by CMS as long as the requests do not exceed $3,000 per facility.

The Department will consider applications based on the applicant’s demonstration of need and availability of existing resources. Facilities requesting to purchase equipment to enhance communication are advised that it is expected that devices will be shared among residents at a ratio of no more than one device per seven residents. Facilities that are interested in applying for this opportunity must complete both the Civil Money Penalty (CMP) Reinvestment Application Template Communicative Technology Request and the New York State Department of Health CMP Reinvestment Addendum attached to this letter. Each facility must submit its own complete application and addendum to be considered for funding.

Applicants will receive notification from the Department on the outcome of their request. Awarded applicants will receive a purchase order to confirm the Department’s intent to reimburse for eligible expenses. Eligible expenses are those described in the CMP Reinvestment Application Template and incurred after July 1, 2020. All claims for reimbursement under this grant will be due no later than August 15, 2020. Completed applications and information must be submitted to covidnursinghomeinfo@health.ny.gov no later than 3 p.m. on July 24, 2020. Any applications that were submitted prior to the date of this letter will need to be resubmitted following the instructions provided. Incomplete or late applications will not be reviewed. NYSDOH Advisory for Testing and Reporting of Mosquito and Tick-Borne Illnesses

This Advisory reminds healthcare providers of the procedures for testing and reporting of mosquito-and tick-borne illnesses. As NYS residents may be spending more time outdoors this spring/summer due to social distancing recommendations and symptoms of vector-borne diseases may be similar to some associated with COVID-19 disease, providers are reminded to ask patients about outdoor activities as part of routine telehealth, outpatient, and inpatient assessments. Prompt recognition of and treatment for tick-borne diseases, in particular, is crucial to minimizing morbidity and mortality.
