Stephen B. Hanse, Esq. President & CEO of NYSHFA/NYSCAL is pleased to announce two key leadership changes within the Foundation for Quality Care (“FQC”), the research and education arm of NYSHFA/NYSCAL. 

At her request, Nancy Leveille, RN, MS is transitioning from the position of Executive Director of the FQC to a half-time position at NYSHFA/NYSCAL. In her new role, Nancy will be working on special projects and program development while ensuring service continuity for our members.  Assuming the FQC Executive Director position will be Jackie Pappalardi, RN, BSN, who has been with NYSHFA/NYSCAL as the Director of Educational Development and Grant Management since March 2019. 

We are very grateful for the nineteen years Nancy has devoted to NYSHFA/NYSCAL and all of our members, with the last three years leading the FQC as Executive Director.  Nancy has been instrumental in building the FQC Leadership Institute, expanding the depth of our educational programing and developing new strategies for grant development.  We are delighted to have Nancy’s continued guidance and experience in advancing the mission of NYSHFA/NYSCAL in her new position as Director of Special Projects and Program Development.

We are excited to welcome Jackie Pappalardi as our new Executive Director of the Foundation for Quality Care. Jackie has extensive experience in long-term care and is focused on ensuring NYSHFA/NYSCAL members have the tools and resources they need to be successful now and be prepared for the future. 

Jackie is a registered nurse with more than forty years of service in the public and private health care delivery system. Prior to joining NYSHFA/NYSCAL, Jackie served in two leadership positions with NYSDOH as the Division Director of Nursing Homes and Intermediate Care Facilities with Intellectual Disabilities and as the Deputy Director for the Office of Health Emergency Preparedness.  Jackie’s long-standing experience across the healthcare continuum includes working closely with CMS and other state and federal agencies to develop and guide implementation of statewide policies for surveillance, quality improvement and emergency preparedness.
