Proposed Constitutional Amendments

At this year’s Annual Conference & Expo, NYSHFA’s membership will be asked to amend our Constitution. The proposed amendments are a direct result of the efforts of our Strategic Planning Committee to update NYSHFA’s mission and vision, governance and committee structure. The proposed amendments were fully examined and discussed at meetings of the NYSHFA Board both in December 2017 and April 2018. Additionally, the proposed amendments were published in the Association’s April 2018 Board Book. Attached are the proposed amendments which our membership will be asked to approve. 

Specifically, the proposed amendments set forth our Mission and Vision; provide that the NYSCAL Chair and the Multi-Facility Committee Chair shall serve as voting members of the NYSHFA Board; provide that no more than two officers may be elected from any one region; change all references from “annual convention” to “annual conference;” and change all references from “district” to “region.”

It is important to note that because of an oversight, these proposed amendments were not published “in an official publication of the Association having a general circulation of the membership at least thirty (30) days prior to the Annual Convention” as required by Article X, § 4 of NYSHFA’s Constitution. The Constitution may only be amended at the Annual Convention of the membership. As such, we will be asking the membership to approve these amendments subject to their effective date being thirty days following the date of the issuance of this notice. Additionally, these amendments will be ratified by the membership at the Annual Conference in May 2019.
