CMS: Newly Revised Skilled Nursing Facility Advanced Beneficiary Notice of Non-coverage (SNFABN)

CMS is releasing a newly revised SNFABN along with newly developed, concise and separate instructions for form completion. The revised SNFABN has the requirements from the denial letters and looks very similar to the ABN with 3 different options. They will be discontinuing the 5 SNF Denial Letters and the Notice of Exclusion from Medicare Benefits - Skilled Nursing Facility (NEMB-SNF). Since the NEMB-SNF was used as a voluntary notice for care that is never covered by Medicare, they will continue to encourage SNFs to issue the revised SNFABN in this voluntary capacity. Chapter 30, Section 70 of the Medicare Claims Processing Manual revisions will be forthcoming. The revised SNFABN will be mandatory for use on May 7, 2018. During the interim, SNFs may continue to use the old version of the SNFABN, the Denial Letters or the NEMB-SNF, however, it is recommended that the revised SNFABN be used as soon as possible. CMS: SNF QRP Quality Measure (QM) and Review and Correct Report Data Issues

A calculation error has been identified for the three assessment-based quality measures reported on the SNF QRP Facility-and Resident-Level QM report and the SNF QRP Review and Correct reports (NQF #0678, NQF #0674, and NQF #2631). Duplicate stays and invalid admission dates can appear on these reports.

AHCA: HRW Report & Talking Points

AHCA wanted to make facilities aware of a Human Rights Watch report on the use of antipsychotics in nursing centers coming out this Monday. An embargoed copy of the report has been sent to press, including The Associated Press. The AP plans on covering the report in a story that will also come out today.

In advance of the report and story, AHCA has attached talking points that may be helpful in speaking with media or other stakeholders. AHCA will keep us posted if there are other developments, including if we receive an advance copy of the report.

Leadership in Person Centered Care: The Oasis Curriculum Train-the-Trainer Program

Leadership in Person Centered Care is a 2-day Train-the-Trainer program for nursing home and assisted living leadership teams to implement the Oasis curriculum in their organizations.  This program will provide in-depth training on the philosophy of Oasis, the four training modules, Oasis for families, the interactive exercises and videos that accompany the curriculum, and strategies for training staff and implementation of the program. The Oasis teams who attend this training will be prepared to provide 8-10 hours of Oasis training across all disciplines in their organization.

Who Should Attend

The Program is designed for Oasis teams, including Administrator, Director of Nursing, Social Workers, Nurse Educators from Skilled Nursing Facilities and Assisted Living Facilities. Applicants MUST be employed in one of the following Counties of New York: Bronx, Kings, Nassau, New York, Queens, Richmond, Suffolk.

Program Fees

Selected Facilities will be required to submit a minimal program fee of $50 for up to three participants prior to enrollment into the course. The remaining cost of this program is being funded through a grant from the New York State Department of Health & Department of Labor Health Workforce Retraining Initiative (HWRI).

NYSHFA/NYSCAL Legislative Day!

NYSHFA/NYSCAL will be holding a joint targeted legislative visitation day on Monday, March 5th to meet with key elected officials and policymakers regarding issues and concerns related to the proposed 2018-2019 Executive Budget.

A block of rooms has been set aside at the Albany Marriott, 189 Wolf Road, Albany, New York 12205 for the night of March 4th for NYSHFA/NYSCAL Legislative Visitation Day. Reservations can be made by call 1-800-228-9290 or 518-458-8444 and reference reservation code HEF for the $149.00 room rate. The cutoff date for reservations is February 19, 2018. Also, for your convenience, attached is a link to hotel reservations.

In addition, we will be scheduling a conference call to go over logistics for Legislative Visitation Day in mid-February.

2018 Employee Recognition Program Deadline Extended to February 14

The Clinical and Quality Services Committee is pleased to announce a call for nominations for the annual Employee Recognition Program. The goal of this program is to honor exemplary employees working in skilled nursing facilities. The four categories for awards are Registered Nurse, Licensed Practical Nurse, Certified Nursing Assistant and the “Heart and Hands” Award for non-nursing/non-managerial staff.

Attached are the Employee Recognition Program Brochure and Guidelines for Preparing Applications. The Clinical and Quality Services Committee will be accepting nominations until February 14, 2018.  Recipients of the awards will be honored at the Awards Ceremony during the NYSHFA/NYSCAL Annual Conference, June 24 – 27, 2018 at the Westchester Hilton in Rye, NY.

The five categories for awards are: Young Adult, Adult, Senior Adult, Group and Spiritual Guidance.

New NAB CE Registry Requirement

As of April 1st, 2018, all licensed NHAs and ALAs will need to be registered with NAB for their CEU tracking and certificates. This registry is the first of its kind and will be free of charge to all long-term care licensees. Registration is a quick 3-minute process via the NAB website.
