AHCA: PBJ Update – 2017 Q3 Data Upcoming Release

NYSHFA received a Payroll-Based Journal update from AHCA regarding the 2017 Q3 data upcoming release. See below for details.

Later this month, the Centers for Medicare & Medicaid Services (CMS) will be releasing the Payroll-Based Journal (PBJ) data for the third quarter of the calendar year 2017 to the public through a public use file (PUF) posted here . The American Health Care Association (AHCA) will alert members once the PUF has been posted.

This file contains preliminary data submitted by providers for the third quarter of the calendar year 2017. CMS has previously posted similar data available here as well for the first and second quarters of the calendar year 2017. CMS will continue to publicly post data for subsequent quarters.

Providers that did not submit data prior to the submission deadlines or submitted data that failed to pass quality checks are not included in the PUF and as a result are flagged on Nursing Home Compare.

In the coming months, CMS is expected to use PBJ data to calculate risk adjusted measures on the average hours per patient day by different job categories (e.g. RNs), which will be incorporated into your Five-Star Ratings. AHCA will continue to monitor the release of more information related to PBJ measures and will keep you updated as we learn more.

The PUF data may be used and analyzed by outside individuals or groups including the media, which may result in questions about staffing levels. As such, members can access AHCA PBJ resources including talking points for media requests as well as webinars, background information and more on AHCA's PBJ webpage here and on ahcancalED here.

Members are also encouraged to register for the PBJ educational session, "Payroll Based Journal and the Importance of Staffing to Quality Outcomes" at the 3rd Annual AHCA/NCAL Quality Summit , New Orleans, March 12-14, 2018. Registration for the Quality Summit ends on March 2.
