NYSHFA attended the public portion of the Board of Examiners of Nursing Homes Administrators (BENHA) Meeting on October 17th. Here are the key items discussed during the meeting:

BENHA continues to work through the reengineering plan established in 2016. As a part of phase two of the plan, the new application for registration as a Nursing Home Administrator has been redesigned and now includes the 5 domains of practice for the Nursing Home Administrator. This additional section now aligns with the National Association of Administrator Boards (NAB) requirements. The relevant domain must be notated on the continuing education report of the application. Currently, BENHA is working on phase three which includes identifying and pursuing areas of statute and regulation requiring changes.

New York State has approximately 1,400 Nursing Homes Administrators (NHA) to date, 180 renewals have been processed. They are encouraging Nursing Home Administrators to get their license renewal in soon to prevent delays near the end of the registration period. 

Presentation on NAB Health Service Executive Licensure with the goal of establishing an aspirational voluntary broad-based qualification standard for Health Service Executive (HSE) “Licensure by Equivalency.“ Each area was discussed: 

  • Facilitate express licensure approval and transfer based on a common state standard
  • Meet state licensure requirements for practice as a NHA, RCAL and HCBS administrator
  • Promote consistency of the AIT and preceptor training and experience across all jurisdiction
  • Broaden academic programs to prepare graduates to meet the HSE qualification standards upon graduation.

Discussion held that starting with the registration period of 2020 renewals will occur on the month of the Nursing Home Administrator’s birth.
