SNF Minimum Wage Survey (Contract Staff Update)

As we had indicated in the NYSHFA August 17, 2017 member mailing, the final draft of the Department of Health (DOH) Minimum Wage survey did not include questions regarding contract staff as it had last year. In response to the potential loss of adjustment for contract staff, NYSHFA and other Associations met with the DOH and the Division of Budget (DOB) for clarification on the matter. We explained the issue and provided information resulting from last year’s survey to illustrate the financial burden this would place on providers.

As a result, DOB confirmed that providers will be reimbursed for minimum wage cost increases for direct care contract staff in the same manner as last year. We anticipate that the State will send providers an additional survey limited to contract staff in order to mitigate the financial impact of the minimum wage adjustment for Skilled Nursing Facilities. NYSHFA will inform our members as soon as additional information becomes available.
