Advanced Training Initiative (ATI)

DOH held a meeting on the Advanced Training Initiative last week. The payment methodology for year two of the funding ($46M) remains unchanged. Qualifying facilities will again be based on those who exceed the median statewide retention levels per Schedule P of the 2015 RHCF.

NYSHFA, other provider associations and 1199 are developing educational programs for this initiative. Qualified SNF will be able to select from this list to complete their application process.

The timeline is as follows:

  • List of qualifying facilities will be shared with NYSHFA and other statewide and regional associations by September 30
  • A DAL with an application survey link is expected to be released by October 7
  • Applications will be due by October 26
  • Rate package to DOB by November 21

Since there are no changes to the payment methodology, an additional CMS state plan amendment is not needed, and thus, it is expected that full payment of the $45M will occur sometime in December.

NYSHFA will keep members informed as the ATI process develops over the fourth quarter.
