CMS Releases FY 2017 SNF PPS Final Rule

CMS has just released the FY 2017 SNF PPS Final Rule. CMS projects that 2017 aggregate SNF payments will increase by $920 Million, or 2.4% from FY 2016.  This is a slight increase over the 2.1% ($800 Million) that was forecasted in the CMS Proposed Rule earlier this year. The AHCA initial notice and detailed summary of the 2017 Final Rule are attached. NYSHFA will calculate and issue the FY 2017 SNF PPS Rates, (effective 10/1/16), within the next week or so.

In addition to the payment provisions of the rule, members should carefully review the Value-Based Purchasing (VBP) criteria, which defines re-hospitalization measures and scores (including the 2% Part A payment reduction and partial restoration incentives), and the Quality Reporting Program (QRP), which proposes four new measures:  drug regime review, Medicare spend per beneficiary, potentially preventable re-hospitalizations, and discharge back to the community, post-acute care.
