DOH Announces New 2016 Nursing Home Quality Initiative

NYSHFA participated in DOH’s Nursing Home Quality Initiative (NHQI) committee meeting earlier this week. Attached are the slides outlining the 2015 measures and the outcome scores by quintile. In addition, they reviewed the 2016 NHQI structure and future ideas. Key outcomes from the 2015 NHQI are:

  1. The Maximum score for all QM increased to 89 in 2015 as compared to 81 in 2014
  2. The Minimum Score for all QM increased to 21.5 in 2015 as compared to 19 in 2014
  3. The statewide average was about the same
  4. Resident immunization Measure: using quintiles in 2015 allowed for a 2% increase in SNF receiving points
  5. DOH sees a continued improvement in decreasing the % antipsychotic medication from 16% in 2014 to 14% in 2015
  6. For survey compliance there was a decrease in IJs from 6% in 2014 to 3% in 2015 (July 1, 2014 - June 30, 2015)
  7. The statewide reported average of nursing staff hours per resident day was 3.9 from the April 2015 5-Star data. Cost report data noted it at 3.5 hours/resident day.

The 2016 NHQI will most likely mimic the 2015 process.

Future items discussed, but not yet added to the NHQI included staff retention and turnover; dental care items from the MDS Section S; and Resident Satisfaction.

DOH does plan to recognize those facilities that have been in the top quintile for the last three years.
