CMS to Post Six New Quality Measures in April and Changes to 5 Star Rating in July

On Thursday’s Open Door Forum conference call, CMS informed providers they will begin posting six new quality measures starting in April (see first attachment for CMS’s PPT presentation which includes information related to the calculation of the measures.) Five of the six new measures will be gradually phased into the 5 Star Rating system beginning in July. The phase in will be accomplished by gradual changes in the weighting of these measures into the overall Quality Measures component of the 5 Star rating. Four of the six new quality measures are short term measures based on Medicare Part A claims data, the other two are long term measures based on MDS data. These measures will be updated semi-annually and the data for the first posting is from July 1st 2014 to June 30, 2015. CMS will provide a preview of the April data before it is posted on Nursing Home Compare. Providers can preview their data on the QIES system, it should be available for preview around the 3rd week in April.

We encourage you to review both PPTs with your teams in preparation for this change. CMS has said it will issue an update to the Five Star Technical Users Guide soon.
