RHCF Bed Need Testimony

On Thursday, September 24th, NYSHFA/NYSCAL President & CEO Richard Herrick presented testimony before the Public Health and Health Planning Council (“PHHPC”) concerning the residential health care facility (“RHCF”) bed need methodology in New York City. Specifically, the PHHPC Committee on Health Planning sought NYSHFAs input as it considers possible revisions to the current bed need methodology for RHCF beds. Among the topics raised by NYSHFA in its testimony were the suitability of the 97 percent occupancy threshold, short stay admissions of less than 100 days and the elimination of beds in certain circumstances in order for a sales transaction to be approved by the Council.
