NYSHFA’s Managed Care Series – Figuring It Out Together

On Wednesday, May 20th, NYSHFA held its first in a series of Managed Care panel discussions in Queens, NY. Represented by health plans, providers, Maximus and The American Health Care Association, Deanna Stephenson, NYSHFA’s Director of Managed Programs, hosted 130 providers and facilitated a lively, interactive discussion surrounding the Transition of Nursing Home Benefits to Managed Care. The second Managed Care panel discussion will take place in August as the start date for upstate counties is set for July 1st. NYSDOH 2015 Nursing Home Quality Incentive Program (NHQI)

Nancy Leveille, NYSHFA, participated in the NYSDOH meeting to discuss the proposed NHQI plan for 2015 on Wednesday, May 27.  The 2015 program retains many of the same measures to ensure that we can maintain two categories of awards: the best of the best and those that have demonstrated improvement over the last year.  DOH is proposing a few revisions and also adding a new measure.  Those are as follows:

  1. Revising a method for smaller facilities related to risk adjusted measures
  2. New scoring method for a long stay resident’s pneumococcal immunization measure
  3. Proposal for a new long stay resident antipsychotic measure
  4. New annualized staffing measure
  5. A new staff turnover measure
  6. Redistribution of points across components
  7. Change in methodology for Efficiency components


Many of the revisions to smaller facilities, annualized staffing and scoring measures at this time seem to favor the SNF. Redistribution of points will only be finalized once we have the full program agreed upon, but generally make sense as we have done this over the last two years.  The elements needing further exploration include defining direct care staff for the cost reports, a valid method for determining staff turnover and a re-look at the hospitalization measure.

NYSHFA does not feel we have a stable measure for turnover and also is advocating for a better hospitalization measure that does not rely on the hospital to provide nursing home hospitalization rates based on claims data.

NYSHFA staff will be developing specific comments for DOH’s review within the next couple weeks and will also send this out to members in a follow up member mailing.

In addition, the 2013 NHQI is in process of payment, but we are still awaiting the cycle numbers.  The 2014 NHQI has been sent to budget and should be finalized in the near future as well.

MDS Coordinator RAC Certification Training Available on Long Island

NYSHFA is pleased to announce it’s sponsorship of a Resident Assessment Coordinator (RAC) certification training course on Long Island. This three day training session will qualify participants to complete the final exam administered online by AANAC (American Association of Nurse Assessment Coordinators) to become RAC-CT certified MDS coordinators, if they choose.  The AANAC RAC-CT program is recognized as a standard for skilled nursing facility PPS and MDS training. This course is being taught by Maureen McCarthy, an AANAC Master Trainer, and President of Celtic Consulting.  Maureen brings her vast experience as a registered nurse, Director of Nursing, MDS coordinator, rehab director and reimbursement specialist to the training. She is also the creator of the McCarthy Method, a documentation improvement system for ADL coding.

(FQC) is expanding our person-centered Art from the Heart program with the addition of a new digital slide show.  We are creating this slide show to honor more artists from NYSHFA/NYSCAL member facilities, and to encourage more entries as part of the 11th Annual “Art from the Heart” program. This legacy product will be something that each artist, their family, friends, and community will enjoy.

Announcing our Monthly Featured Artists...

As part of our initiative we will be showcasing artists from the 2015 Art from the Heart wall calendar.  The featured artist for June will be Audrey Blake of St. James Rehabilitation and Healthcare Center in St. James, NY.  Her painting, "Pals in the Pasture", is the featured artwork for June 2015.  Look for her story next week.

2015 Art from the Heart Program

The Foundation for Quality Care, Inc., and the New York State Health Facilities Association, Inc./New York State Center for Assisted Living (NYSHFA/NYSCAL) are thrilled to launch the 11th Annual “Art from the Heart” program, which is designed to spotlight the artists who live in member facilities.

Those of you who are fortunate to work in our profession are well familiar with the special gifts and images created by the residents entrusted in our care. As your Statewide Association we believe it important to continually recognize the creative abilities of your dynamic residents and the vibrant activities which occur each and every day in your facilities. We encourage you to consider holding your own competition as a means of selecting the two submissions from your facility.

The rules of the contest are outlined in the attached brochureThe submission deadline for the 2015 Art from the Heart Program is June 30, 2015.

As in the past, an independent panel of judges will select 13 winning entries which will be featured in the 2016 Art from the Heart wall calendar.  Additional pieces will be chosen to be part of the annual public exhibition.  The Foundation is currently exploring opportunities to showcase the winning entries and will also continue to sponsor the “Legislator Artwork on Loan Program”, where the winning pieces will be loaned to Legislators for display in their offices.

The “Art from the Heart” calendar will be distributed to the artists, their families, NYSHFA/NYSCAL member facilities, state lawmakers, and government officials.

Please join the many facilities which have participated previously.  Have some fun and help us recognize the talented and vibrant artists who reside in your facility.
