Capital Streamlining/Refinancing Shared Savings Workgroup

NYSHFA participated in a dual focused workgroup meeting last week involving DOH initiatives to streamline the capital rate process, as well as establish a shared savings program for SNF providers.

Capital Streamlining

Providers would have a greater involvement in the capital rate calculation prior to the rates being issued.  Analysis and attestation by providers of their capital rate prior to rate issuance should eliminate most capital appeals.  DOH will provide a training webinar, develop the provider attestation form and define clear capital reimbursement policy.  DOH will also establish timelines and engage OMIG to discuss the scope of their involvement going forward.  NYSHFA will assist in providing common capital reimbursement issues, as well as provide input to capital policy decisions.

Refinancing Shared Savings

Language has been adopted in the 2015/16 Executive Budget to establish a shared savings initiative for mortgage refinancings, still subject to CMS approval.  Pre-approved eligible refinancings after 4/1/15 would automatically be reimbursed 50% of the related interest savings.  DOH will develop a database to track specifics of all eligible refinancings, and the cost report would reference both the base financing and refinancings schedules.

The associations expressed concerns with the current delays in DOH approved mortgage refinancings.  In response, DOH will determine how to expedite approvals within a 30 day process going forward.  Requests to include mortgage insurance and letter of credit fees in the shared savings program were also presented to DOH.

NYSHFA’s Payment for Services Committee will continue to play a key role in providing input to DOH over the coming months on both initiatives.

Support Something Person-Centered

The Foundation for Quality Care, Inc. (FQC) is expanding our person-centered Art from the Heart program with the addition of a new digital slide show.  We are creating this slide show to honor more artists from NYSHFA/NYSCAL member facilities, and to encourage more entries as part of the 11th Annual “Art from the Heart” program. This legacy product will be something that each artist, their family, friends, and community will enjoy.  

A sample of this slide show featuring our 2014 artists and their facilities is provided in the page below. We hope you will consider supporting this effort by sharing this page with facility staff, family members, and friends.

Announcing our Monthly Featured Artists...

As part of our initiative we will be showcasing artists from the 2015 Art from the Heart wall calendar.  The featured artist for June will be Audrey Blake of St. James Rehabilitation and Healthcare Center in St. James, NY.  Her painting, "Pals in the Pasture", is the featured artwork for June 2015.  Look for her story next week.

2015 Art from the Heart Program

The Foundation for Quality Care, Inc., and the New York State Health Facilities Association, Inc./New York State Center for Assisted Living (NYSHFA/NYSCAL) are thrilled to launch the 11th Annual “Art from the Heart” program, which is designed to spotlight the artists who live in member facilities.

Those of you who are fortunate to work in our profession are well familiar with the special gifts and images created by the residents entrusted in our care. As your Statewide Association we believe it important to continually recognize the creative abilities of your dynamic residents and the vibrant activities which occur each and every day in your facilities. We encourage you to consider holding your own competition as a means of selecting the two submissions from your facility.

The rules of the contest are outlined in the attached brochureThe submission deadline for the 2015 Art from the Heart Program is June 30, 2015.

As in the past, an independent panel of judges will select 13 winning entries which will be featured in the 2016 Art from the Heart wall calendar.  Additional pieces will be chosen to be part of the annual public exhibition.  The Foundation is currently exploring opportunities to showcase the winning entries and will also continue to sponsor the “Legislator Artwork on Loan Program”, where the winning pieces will be loaned to Legislators for display in their offices.

The “Art from the Heart” calendar will be distributed to the artists, their families, NYSHFA/NYSCAL member facilities, state lawmakers, and government officials.

Please join the many facilities which have participated previously.  Have some fun and help us recognize the talented and vibrant artists who reside in your facility.
