DOH Expands Certificate of Need (CON) Application Process

DOH has issued a bulletin (listed below) outlining the expansion of the electronic CON process (NYSE-CON) which now will include a pre-opening inspection phase for CON applications.  In addition, a new tab for “Regional Office” is now available (effective 4/30/15) in this updated release.

Greetings,

The NYS Department of Health is expanding the NYSE-CON application to include the pre-opening inspection phase for Certificate of Need (CON) applications. This is a multi-step process, the first of which is the introduction of a new tab in NYSE-CON labeled "Regional Office".

The “Regional Office” tab is available in this release of NYSE-CON, effective April 30, 2015, and will be accessible after the CON application has been approved and contingencies have been satisfied.   The tab and functionality will also be available for projects already approved.

Information contained on the “Regional Office” tab is available through the secure Health Commerce System and Public Authentication NYSE-CON systems.

The “Regional Office” tab enables applicants to propose pre-opening survey dates and request Department staff to schedule surveys.  Additionally, the tab enables entry of applicant contact information and electronic communication during the pre-opening process. Please see the attached link to access a guide with detailed instructions.

The Department will be expanding functionality of the “Regional Office” tab for additional pre-opening activities, for future system releases.
