2015-16 NYSHFA/NYSCAL Budget Lobby Day

On Monday, March 2nd, NYSHFA/NYSCAL members from throughout the State braved the inclement weather and traveled to Albany to advocate on behalf of New York’s skilled nursing and assisted living providers.

The day’s activities began at 8:30 a.m. in the Legislative Office Building (“LOB”) and meetings with key legislators and policymakers continued through 4:00 p.m. in the LOB and the Capitol. Our advocacy efforts focused both on items included in the Governor’s 2015-16 Executive Budget, as well as initiatives NYSHFA/NYSCAL is requesting to be included within the final enacted Budget.

Among other things, our NYSHFA/NYSCAL advocacy efforts focused on the following:

  • Opposing the permanent elimination of a trend factor for nursing homes;
  • Opposing the elimination of the approximately $6.5 million in funding for the Enhancing the Quality of Adult Living or “EQUAL” Program;
  • Support for the inclusion of a cost of living/trend factor increase for skilled nursing providers;
  • Support for the restoration of  return on equity for skilled nursing providers;
  • Support for an increase in the State share of Supplemental Security Income (“SSI”) for adult care facilities; and
  • Support for an assisted living program rate increase.


NYSHFA/NYSCAL will be working closely with legislators and policymakers on these and other issues as the 2015-16 budget negotiations progress. Additionally, we will be providing budget updates and coordinating grass roots efforts so members can further educate their local legislators on these key issues.
