NYSHFA/NYSCAL Advocates for a Delay of E-Prescribing

Yesterday, NYSHFA’s Sr. Director, Nancy Leveille, participated in a segment of Capitol Tonight focused on the issues of E-Prescribing Implementation. She joined in with Assemblyman John McDonald and Dr. Joseph Maldenado. As members are aware, NYSHFA has been working with the New York State Department of Health's Bureau of Narcotics Enforcement (BNE) for the last several months specifically urging BNE to establish a global waiver process for both prescribers and providers (Skilled Nursing Facilities and Assisted Living Residences) from the E-Prescribing mandate. NYSHFA/NYSCAL are supportive of E-Prescribing, but this request was to ensure the new law can be implemented safely and address ongoing implementation challenges. BNE has been slow in developing an efficient waiver process even after direct discussions focused on the anticipated high volume of waiver applications and rapidly approaching implementation deadline (March 27, 2015). In addition, NYSHFA together with a coalition of associations, including the Medical Society of New York State and the New York Society of Physician Assistants, sent a letter to the Acting Commissioner of Health, Dr. Zucker, on January 7, 2015 outlining our concerns with the upcoming deadline.  Currently, we are actively working with Senator Hannon and Assemblyman McDonald on a legislative solution.

NYSHFA/NYSCAL now believe it is most prudent to support a legislative delay to the launch of the E-Prescribing program and will work with Senator Kemp Hannon, Chairman of the Senate Health Committee and Assemblyman Dick Gottfried, Chairman of the Assembly Health Committee, indicating our position that a legislative solution should be pursued. On Tuesday, February 3 the Senate Health Committee will be advancing legislation (S.2486, Hannon) that will postpone E-Prescribing requirements for one year. We will keep members up to date as changes occur.
