Medicaid 1115 Waiver Approved

Esq. Stephen B. Hanse in Legislative

Governor Cuomo announced today that New York has finalized the terms and conditions for the State’s Medicaid 1115 waiver amendment. As noted in the Governor’s press release, the waiver will allow for, among other things, the allocation of $6.42 billion in Delivery System Reform Incentive Payments (“DSRIP”). DSRIP funds will be utilized for certain grants, incentive payments and costs associated with community-level provider collaborations and system reform initiatives, including a goal of achieving a 25 percent reduction in avoidable hospital use over five years. All DSRIP fund allocations will be based on performance linked to the achievement of project milestones. Additional information regarding New York’s DSRIP initiative will be forthcoming.
