NYSHFA/NYSCAL Executive Budget Testimony

On Monday, February 3rd, Stephen Hanse, Esq., Vice President of Governmental Affairs and Mark Olsen, Chairman of the NYSHFA/NYSCAL Legislative Committee, presented testimony on behalf of NYSHFA/NYSCAL at the Joint Legislative Public Hearing on the 2014-15 Health and Medicaid Executive Budget proposal in Albany.
In presenting testimony on behalf of NYSHFA/NYSCAL, Mr. Hanse stated, among other things, that the Executive Budget includes several proposals that benefit long term care and assisted living providers throughout New York, such as the Executive’s proposal to restore the two percent across-the-board rate cut. Mr. Hanse further stated, however, that these beneficial initiatives are eclipsed by the significant adverse impacts that will be imposed upon providers as a consequence of the Executive’s proposal to cap case mix increases at two percent for any six month period prior to January 1, 2016 and the Executive’s proposed mandate that prevailing wages be paid to employees of nursing homes.
Mr. Hanse concluded the testimony by stating that NYSHFA/NYSCAL will continue to work together with the Governor, the Legislature and all affected constituencies in an effort to address these issues and ensure the continued delivery of high quality, cost effective long term health care services throughout New York.
