FIDA Timeline Update

CMS and DOH have adjusted the enrollment timeline for the Fully Integrated Duals Advantage (FIDA) demonstration.  Below is the notice, which includes a link to the DOH - MRT FIDA website, providing additional details.

"In order to ensure beneficiary protections and provide additional time for stakeholder advice, CMS and the State have agreed to an adjustment in the enrollment timeline for FIDA. The voluntary period for both the community based and nursing home populations will start 10/1/14 and the passive period for both populations will start 1/1/15. We plan on releasing a new timeline by 1/31/14 for all the deliverables and will host a webinar or conference call in early February to go over the new schedule. We are not delaying the site visits.

DOH also presented a FIDA update last week.  Attached is the related PowerPoint.  Members should focus on specifically highlighted “Update from the MOU” captions (i.e., slide 8 on Enrollment process), which represents new information since the initial MOU was issued last August.

A few key reminders (under "FIDA Status" in the PowerPoint)

  • Provider ADA attestation forms are due 1/31/14
  • Contract development has begun and is expected to be finalized by March
  • Rate development is underway, as are plan marketing materials

Next steps include finalizing the enrollment process (note: slide 7 shows the previous timeline subsequently revised above), as well as development of Quality Assurance parameters, appeal and grievance policies, and provider and plan education/training materials.
